Pigmented upper lip

I read the guide on BOTB but just says how to get thicker lips, I want to have natural lips color my upper lip is pigmented and the down lip is pink (normal) I have been using Vaseline with 15 SPF in lipstick for 2-1/2 months, but it just keep them very hydrated but doesn’t quit the pigment lip like it’s supped to do, what else should I buy or do
-I already do the honey and sugar method
-I also clean my lips with Toothbrush
Idk if aquaphor would work
