That isn't how it works tho. Not all 150 million people live in the same city and in the same neighborhood as you and most ethnics don't live in the country side either. If you are seeing ethnic couples or interracial couples even on semi regular basis it means these pairings aren't uncommon and they are way higher than the 0.1% you claim.
