Why is this the case?

Because many Slavic post-communist countries started from a low base after the fall of the USSR and even with Poland's strong growth. The country is heavily dependent on EU funds and markets for its success, but for many ordinary Poles. Life hasn't changed much. Construction and sex work is easy money. Prostituition is legal and there's no shortage of labour in Poland. Both legal and make quick cash.

I think it's low not because Poland is super based or whatever normies think but because of politics, and timing. Poland wasn't part of the 2015 refugee crisis because they didn't have the welfare magnet. Ireland didn't want mass immigration either but as a deep EU member they got pressured into it. Poland is the same heavily reliant on EU funds and markets if EU pushes harder with quotas or conditions poland will be in the same situation unless they do something like a brexit which would be suicide for their economy
