Yes most of the times, but you need to train shoulders hard. The guy in the example clearly had the wrong priorities.

If frame to you only means shoulder structure, ribcage and hips then yes it's possible.

But if you include height into the mix then no, you cannot be masculine whilst being both short and narrow. It's like a woman trying to be cute and feminine at 6'3" with wide shoulders and a six pack.

It simply doesn't work.
