Isnt there a rule where mods cant ignore anyone?

But if mods ignore users, then how would they be able to moderate that user. Suppose the user that a mod ignores posts something that's not allowed, but the mod wouldn't see it. Isn't that a bad thing? Ik they'll still see the reports, but what if no one reports, I mean I'm certainly not one to snitch
