i have a mtn base and my father is 5’8 and mom is 5’3. under perfect environmental conditions and interference with steroids/peptides, what am i genetically capped at?

You are genetically capped at manlet tier.
How tall are you exactly? At 17, theres a good chance you'll stop growing soon if you haven't already. (assuming you're not a late pubertycel)
 
wow and if i added aromatase inhibitors too? it’s crazy how much could change with exogenous hormones
maybe could be an inch or two more, maybe less. Not any research to go off of on ais in prepubescent males (for obvious reasons) and the relationship between estrogen and bones is complicated. I am of the camp that believes taking an ai for height growth is a bad idea, but many people believe otherwise. But yea point is gh works.

Do you know if you're still growing, you should get an xray if you havent already.
Look at your bone age, from there you can see just how much growth potential you have left.
At 17, assuming you're not a latepubertycel its not alot, less than an inch or basically next to nothing.
I wouldn't expect more, be happy with what you have honestly.

i eat super healthy and try to sleep as much as possible. my parents were from the USSR so maybe they didn’t get the best nutrition. i’m tanner 4

Nah having bigger bones in the face isn’t always a good thing. It’s more about specific angles and rations which are determined by genetics.

Tanner stage doesnt mean much, you need a wrist xray.
Go to the doctor, take the xray and ask them if your growth plates are open.
Odds are they're closed, you've exceeded your potential so I wouldn't expect much at all.
 
oh okay just wondering becuase both my parents are 5’3 and im 5’4 at 14
