You have to go in person to a store that sells tickets, obviously only in US.
And jfl at trying to collect if you live in another country, US taxes will take 60%, then your Country taxes would take 50% of the remainder.

Fun Fact: A decade ago Massachusetts would roll over the State lottery money to the next lottery if no one had won the big prize, just like the powerball. But in MA they didn't just add the money to the big prize, they spread it out to all the smaller prizes also. So a couple of times a year the lottery would actually be a positive investment. A few people figured this out and contracted with dozens of stores to buy all their tickets for those particular lotteries.
