It's a weird thing to say. Generally strong bones on women don't make them look masculine, they make them look healthy. It's the proportions that might make a woman look more masculine, like a strong jaw with weaker cheekbones.

Flat brow ridge
Slightly upturned nose
Big lips + wide mouth
Narrow chin
