Most inmates already have naturally high testosterone, that's why they are more aggressive, more likely to commit crimes, and eventually end up in prison.

Seriously watch any actual documentary about prison, or talk to a current or former corrections officer. The vast majority of prisoners have dead-average schlubby dad bods. A few prisoners are jacked and have crazy testosterone levels -- they're on gear.
