This indicates to me they want to be able to track you down. If they were not the FBI why would they give a fuck about us being trackable. If asked by authorities to hand out the user's IP address they could say: Here it is. And give them the TOR IP address the user used. This way the operator of the forum would have zero liability and would have fullfilled his duty.

When you register they know your IP of your old account, if you use VPN also they will know that. It’s a complicated algorithm I learnt in cyrpotgrpahy and network security
