To be rated high psl you need hooded eyes with positively arched low set brows, things I've mentioned prior and lack other soft tissue failos standing out in pictures like being in need of an otoplasty which matter much less irl.

Strikingness is more important in motion because you constantly look unalike from others.
Psl features measure the positive rarity of the strikingness.
Bone mass matters arguably the most/ equivalent to strikingness in motion.

You are actually opposite from the truth.
The harmony and averageness matter much more in pictures where a still frame will capture any potential asymmetries or true falios.

Colouring matters more in photos I agree. Especially undertones where every picture taken is done from an objective standpoint of the same lens etc.
In person sunlight/ shadows/angles/motion all prevent us from acknowledging or paying much attention to it.

Forward growth matters both.
