What is the difference?
PSL is the scale in which one is rated on based on dimorphism, bone structure, and facial falieos.
Attached is the scale in which one would be ranked 0-8
A prime example of a high PSL individual would be Matt Bomer and Brad Pitt
Brad Pitt ranks around a 6.5–7.5 Matt Bomer ranks around a 7.0–7.5
They are ranked this way due to the sharpness in their face and their high dimorphism

Appeal is a person's overall attractiveness; not just how objectively good their facial features are. One can have several falieos and still have high appeal, it all depends on aesthetics instead solely on facial structure.
Unlike PSL, Appeal does not have it's own "scale" and instead, relies on something called SMV (Sexual Market Value). SMV is a chart based system.

Examples of high appeal are Rami Malek and Adrien Brody
Although they have quite obvious falieos, their facial aesthetics still give them some SMV

Which should I chase?
The key to being a top-tier mogger isn't perfecting one of them, it's about having a good balance of both. This can be done in a few ways.
Recognizing falieios
Finding the "make it break it" flaws in your face help you determine what you need to fix, and what you need to improve.
Frauding
Frauding is the act of changing the way one perceives your facial features. This includes undereye concealer, the Cookie method (hollow cheeks), and eyebrow dying.
Perfecting
Although nothing will ever be "perfect", they can definitely get damn near close to it. Getting lean and lowering BF% helps sharpen your jawline and having a good potassium-sodium ratio will help debloat you giving you hollower cheeks, thus improving your facial dimorphism.
