Puff and inflamation around the eyes

My life is just ropefuel I hate my life, recently I have been shedding tears to say the least but now I have a red ring around both of my eyes mainly on the outer most corner and directly under. Has anyone else experienced this I put lotion over it and it just burns and inflames worst. Please help me with tips
