Question about frame

Im 5'9 and my bidelt is 19.3inches. But my ribcage is pretty wide in proportion to my shoulders so i feel as if they look weirdly rotated? Is this just narrow clavicles or a posture issue? Is it possible to fix?

Side note: i know im higher in bodyfat atm (temporary issue)

Yes along the chest and straight i weigh 69kgs rn
