Question about natty muscle potential

Lets say you are near your natty potential but you have some deficient muscles, like calfes. If you train them, is it as easy so put on muscle on them if the rest of your body was proportionally skinny or is it harder because youve almost reached your natty FFMI?
 
interesting question, if your body has an X limitation of muscle that it can add on itself, is investing in X better than Y because it takes up the ''limit'' space? interesting ngl. the answer will probably be no, it does not matter. otherwise you could not train your legs at all and get much more results in the upper body (theoretically) beyond the matter of recovery, etc..and that shit doesn't happen.

Im asking because lets say youre a natty gymcel but you have a low T pencil neck. If you started training neck, would you still make the same progress as a skinny guy?
