Afaik in Germany as an adult you can have sex with a teen who is over 14 as long as the age difference isn't higher than 3 years. So 14 and 17 should be okay but not 14 and 18

Apparently you actually can transport them over state lines if they are 16/17 (under of course is illegal).

They changed the law from "for an immoral purpose", to "for illicit sexual activity", a while back. Most people are clueless about it though.

You need to look up digital communication laws on this, because there often is some kiked bullshit about this. If I were you just offer to meet up and don't type anything explicitly sexual in the chat. Anything sexual with a 16-17 has to be spoken in person.
