russia has territory in the same island chain as japan, called sakhalin, above hokkaido where you'll also find mixed russian signs since they're quite close.

Alright, I'm almost certain these photos were taken in Russia. I did a little detective work by typing the words from one of the signs into an online Cyrillic keyboard, and then used Google Translate, which confirmed that it's Russian.
European Russia or Asian Russia?
