Its impossible to "take into account" cases that are unreported
you might be right that it isn't as high as 10 million tbh but even then its nowhere near 1/100 chance of permanent side effects, that is way too high of an estimate
even assuming 10,000 cases of permanent sexual sides (would be an epidemic already) I didn't even break into the factor of 1/100 chance
