There are many reasons and its multifaceted. Cost of living is one. There has been a massive cultural change (feminism, lack of religion, access to pill/abortion etc), yes also hypergamy and social media, WFH etc etc. Women not having children, increases the burden on younger working people every generation - especially health and social security in an aging population, alongside an infrastructure that needs maintaining with an active workforce. As more and more people retire, less and less people replace them. Its not the government. Regarding incentives yeah. They tried in South Korea, China and even Sweden - they started paying couple to have sex. It didn't work. People simply don't want children any more. Once that cultural shift takes place its hard to start promoting it again, its painfully long and slow. Telling a generation of women motherhood is no longer something desirable or required has played a role. Only third-worlders see value in it currently.

I'll never get tired of how many people say fuck your own women. Most of the time it's ethnics living in the West in cosmopolitan cities. Everyone has their own situation. I think this whole concept can be explained via the concept that these parents ideally want to have people similar to them and people who know of their culture.
Though I must say it also partially religious as well as if your a Muslim your parents want you to marry another Muslim.

Though it really depends on the parents as I have a friend named Omar is a black guy and is from Nigeria and is a Muslim obviously you can tell via the name, he definitely is planning to marry a white woman
