Yes that is what is called Intra-regional mixing. It is not considered race mixing because the children still remain in the same genetic cluster but over time these clusters will shift too because these clusters are not static but I guess for the short term of a few generations it makes sense.

I have seen proof of Paki/White mixed children @SecularIslamist can confirm not only is this pairing compatible but it actually produces children who are on average better looking than full white or full paki children.
