No, the truth is that they need to be educated, but because of how badly they were treated in the past by white men, it would look really bad if the USA sent white men to replace the corrupt leaders. Because of this and because of political correctness and UN agreements, they don't do it, but it would be the best solution.

Those countries are out of control because of their bad leaders, if there wasn't so much corruption, if the money given to them by rich countries every year was actually spent on improving people's lives and building advanced technologies and improved infrastructures, then those countries could really evolve, but that will never happen because the corrupt leaders just want to spend all the money on themselves to satisfy their own desires at the expense of the people's suffering. North Korea's Kim Jung Un is very similar to those leaders in that regard, he is fat while a large percentage of his people are starving to death while working like slaves.

Well I won't argue South Africa since that's getting truer by the day how ever Rwandian genocide was like 30 years ago and Kenya is one of the nations looking to form a Africa super state known as the EAC( East Africa Confederation) with Rwanda which is one of the best nations in Africa now a days.
