He does have a short lower third, look how his ramus abruptly ends and makes almost a 90 degree gonial angle, his ramus length isn't enough to be proportional with his mid-face and forehead, or if his mandible didn't make such an acute angle, then he might not have a short lower third.

I think he does have a short lower third, or the only other way his lower third looks small is because of his long mid-face
