Why do i have a permanent shadow between my eyebrows ?

Ethnically a Mexican castizo. Eye area resembles yours but am a lot lighter in skin tone

Neutral expression, i think its because eyebrows are very low and positively tilted + that shadow between eyebrows makes me look ogre, terrible for socialmaxxing

Yes it is, you can see on the second photo from little distance that eye muscles are relaxed, maybe excessive fat in the glabellar region mimics an angry expression idk. I'm not even squinting
