i agree that he has a good eye area but he probably will need at least a few hardmaxxes even if his jaw continues to develop. for example his lips cave inwards and are too thin, this may be caused by jaw recession but either way it should be addressed

Hes recessed. And could also have made a face in the pic. But hes got a long way to go still (a good 4-5 years). He hasnt yet finished developing.

Id let him complete dev whilst making sure hes maintaining good posture, mewing and chewing to allow for a better chance to evaluate his situation.

If that still didnt correct the failos then going under the knife is what he'd need to do. But hes not fully developed yet. So Id wait till hes 21-22.
