( without surgery or mewing)

If you dont want to do surgeries your options are:
Workout
Haircut/hairstyle
Fashion
Taking hormones
Face puller
Chewing

You should, ideally, do all of them, but those are all almost worthless compared to surgeries. You are not attractive and it doesnt matter how buff you are or how good your hair is, your face is bad so you are unattractive.

There are lots of guides on here for how to use the methods I mentioned, you can read about them. But without surgeries you will be working a lot for very little return.
