I would say only if you receive those on a regular, there may always be the exceptional compliments you receive. If you get multiple of those comments a year, you're probably above average, yes. Even then, the context in which it happens might need to be accounted for. I can imagine any situations where alcohol or drugs are involved that women might be more likely to compliment an otherwise average-looking guy who gets no such compliments in daily life.
