Use an eyebrow pencil to shape, cover and make your eyebrows denser and or microneedle it 0.5mm 2x a week and use minoxidil 2x a day, then dye them black.
Use a lipstick on your upper lip to get in a color more like the lower one.
You probably can grow your hair longer and it would look better try it out.
Try some hazel and blue contact lenses and temporary tattoos, if you don't like it you can just remove it and know which type of tattoos and lenses look good on you.
Wear some gold chains (layer it properly), and use jew earrings.
Start doing icehooding, you got dark under eye circles and uee.

Go for these type of looks, if it doesn't workout you should go for a more masculine vibe, but for that you need a good bone structure and good body which you don't have currently.

What changes to my bone structure need to be made? I assume I just need a longer and wide jaw because I have been told my eye area is good.

Your philtrum is too long and your chin is small in height, big forhead (maybe you can cover that with your hair or a cap) these 3 features make you look more like a child, that's why I'm recommending more of a pretty boy look:
Dyed your hair and brows black, lowered your hairline a bit, denser eyelashes, changed lips color, contoured your nose and overall face and better skin coloring and consistency. Blue contact lenses.
