wait until sunrise or sunset, open a window and a take a picture with the light facing your face and no other light on. that is the ideal situation and could give pretty good quality. Or you can take the picture outdoors too if possible. If you can't, then just post the picture anyways and we will judge using both the low quality non distorted and high quality distorted pictures.

No lower third is your main issue, in your case, if you'r not recessed, implants are the sole way

Also i realize this is because your upper lip is too big for your lower lip, not that big of a deal but it does affect your looks.
