wish i could but you just look extremely underdeveloped from your early childhood, i can only recommend shaving off the facial hair and trying to get as much forward growth as you can especially for your maxilla for when it seals around the time you turn 16-17. consider exogenous hgh or atleast going through all the basics when it comes to maximizing your natural gh pulses during your sleep.
