I'd say 3/10 but there's room for improvement.

You said you're trying to loose weight. You need to loose a lot of weight. Your stomach should be flat and your face should be lean.

Need to loose gasses. If you get contacts, consider colored ones. Otherwise, there's Lasik or learning to live with the blur.

Skin quality and early balding suggest a possible nutritional deficiency. If you can afford it you could get blood work done. Otherwise, eating plenty of different vegetables and organ meat can help with this. Other causes could be sleep quality, or stress but there's is definitely something medically wrong with you. If that's coffee in your picture, caffeine hyper ages you because it elevates cortisol all day long which shuts down your bodies ability to repair itself. De-caffeinated coffee will be much better if you need to drink coffee.

Hair alone makes you incel. You could shave it all off. Get hair systems, or get a hair transplant.

Eyebrows are very weak. Minoxidil on them daily and castor oil should help. There's no scientific evidence for castor oil but man anecdotal reports. I've tried it myself and it works for me.

You look like you lift and exercise already so that's fine but if you don't you should.

After all of this you're still going to look too plane and not stand out. One solution for this is to get alot of tattoos. If your job is ok with facial tattoos just a couple small ones will help you. Clothing style is not appealing to women. Pick a celebrity that girls like, or a tick-star, and copy their style. You can look for Pilipino celebrities if you want, and ones that have a similar style to yours so you don't have to change too much, if you want.

After all of this, it's not over for you but you may need to learn game, or get good at online dating which requires image manipulation, and photo's showing you live a the kind of life that women would want to join.
