What would you suggest to fill out that frame but not look bloated

The wavy fringe style you got going on is solid, just needs to be shorter and less fluffy.
I recommend trying to not touch it as much as that is probably what is giving it that big frizzy look.
Look into maybe not using such drying products or experimenting with more moisturizing products (if your scalp and hair isn't prone to being oily) to keep it from getting big and frizzy.
