I’m 161lbs/173kgs and yeah my bottom jaw is weak and regressed id say. It’s the fact that my top lip hangs above my bottom that I hate

So you have no excuse to not work on this one. If you can add 30 lbs of muscle over the course of 3 years, you will look very different from before and people will respect you more than now.

But people won't see you as ugly.
Like, your are on the average ranges, but a bit on the lower side of it.

I would 100% suggest, to get facial hair.
That way you can ascend to average looking probably.
