Hey,
I just want an honest opinion on my face and what I might can improve.
Your help is appreciated.

great jaw and eye area but IMO you look too skinny. you could try bulk up in the gym, train neck and maybe shave your head

really good base, i would dye your hair and brows darker to brown , and do a fringe only that will bring you 1+ points up also work on a nice tan and you are easily good looking

and do a fringe to hide forehead to make your lower third more robust

Many people seem to think my neck is too skinny. From what "rule" can you deduct it?

great jaw and eye area but IMO you look too skinny. you could try bulk up in the gym, train neck and maybe shave your head
You're right, I'm underweight.
I already go to the gym though (gained like 10-15lbs in the last year), however since I got braces I barely manage to maintain my weight sadly. Will try to gain weight again as soon as I get rid of them.

I can see why a fringe/tan could be helpful you're probably right.
Most compliments I've gotten were for the color of my hair though (reddish blonde seems kinda unique). Not sure if it would be better to dye it.

Btw:
How should I train my neck (currently only doing the big 5 every other day)?
How about doing neck curling and neck extension at the end of one workout and doing neck sideraises at the end of the following workout and so on and so forth?

unique but darker hair makes you better looking because of the colouring
