What makes him that

Firstly, the eye area and the angle also don't help. He looks very grey (room lighting, I'm guessing). Sure, he has a wide face, but it's more rounded with the overall bone structure. Structure and ratios are two different things. His structure is okay, although the ratios are probably off, I'm guessing, from this angle. Lastly, regarding the haircut, I can't recommend anything from this angle, but look into different styles

And in specific for the eye area his eyes are more rounded there’s less overall contrast and if what I’m seeing is eyebags that is also a reason but if it’s a under eye “tear through” it’s not a flaw it appears differently and could help eye area at times
