Yeah it's probably related to cultural stuff. Specifically, places that are safe and feminized tend to exhibit a preference for oofy doofys. This happened to Japan after WW2 where instead of bearded Jomon samurais you got femboys being desired. In the west feminized metropolises also exhibit a preference for controllable, agreeable, social oofy doofys, whereas more trad, rural or dangerous areas still have a preference for masc men (for example NYC vs Midwest, London vs Manchester, Moscow vs some random Russian village)

Not so fast. I Kamen Rider, for example, the lead - Fujioka - was masc looking and that was in 1971. And in the following 10 years the leads generally looked more masculine than Heisei era riders, which starts somewhere in 2000s. In 21st century all the leads were twinkmaxxed.
