I'm afraid for him, that the lack of under eye support due to bone structure is the issue for all that.
But I hope to god for that dude, it's due to lack of sleep maxxing. But probably not.

very good eye erea. Mine is little less good, but not that much lower. Because I compensate with color halo (blue eyes), and my eye erea is my best feature. It's the lower 3rd in my case, where I get fucked.

Dark circles is mostly due to lack of sleep and lack of bones. You could obviously get that implant with Taban, but idk if I'd be so hyped to insert a foreign object in-under my lower eye-lid. In OP's case it seems like it's lack of bones. You can easily tell by the hollow look it gives. It gives the apperance of protruding/bug/frog eyes, because he's severely lacking in under eye bone support.
