Let puberty finish, grow out hair long and more evenly but also style it better and make it healthier. Get rid of acne by eating better etc being hydrated and accutane if you need it but I doubt. Castor oil (less effective/ actually known as useful) / minoxidl to make the eyebrows look thicker and more full. Experiment with possible colouring variations
