Yes your maxilla is recessed, but more importantly your jaw is recessed, chin could be a little more forward though

In theory yes but I'd say it's too late for maxilla growth considering you look like 16+. (Unless your growth plates are magically not closed and you buy HGH and AI)

Braces wouldnt help that much, Only option would be SARPE (Maxilla expansion surgery). however that just gives width and not forward growth. I genuinely do not think there is an alternative for you that is non surgical. Whats your age?
