i hate my periorbital region it looks like i am in a shadow always

the skin on my cheeks is normal and then it abruptly turns dark brown there is no fade towards it like typical ''eye bags'' and i haven't seen anything like it online.
recently i have started using retinol before bed (0.5%) but I havent seen any noticeable change on the bottom portion but in the skin area between my brow ridge and my eye it is reddish and mild peeling. is this from recessed infras and what do i do
in the image it looks better than usual from lighting

sleep more to get rid of wrinkles but improving the bones is only possible with surgery
