Because it’s not actually recessed, it just doesn’t project much. An actually recessed maxilla will either end up in an underbite, or grow downwards and bring the whole face with it and end up as the recessed chin mouthbreather look.

Humans (all races) are evolving to have more concave and compact faces, which means more forwards mandible and chin. Maxillary projection can be a bonus, especially lower down so forwards nasal base and philtrum, but mandible and chin are way more important.
