Recessed Maxilla need help

So I already posted about this but essentially my maxilla is recessed and I was trying to get headgear. Since that post I have seen the ortho and he would be happy to give me the headgear if not for it ruining the way my teeth sit together because my upper teeth would then sit much farther than the lower teeth. It's important to know that my bone age is that of a 13-14 y/o but I am 15. One thing I asked about was Herbst for the jaw but he said that I was too developed for it and that Double Jaw is what he was recommending. If insurance can't cover double jaw, it will be 75k and my family can't afford that. I have also looked into MARPE but I have already had braces and we probably couldn't afford to get them again.
