Recessed maxilla

Does anyone know if a recessed maxilla is fixable without surgery? Because I’m 15 and going back to the orthodontist (a cosmetic one) and they said my maxilla is fixable without surgery, my mom said I’m allowed to get fillers if I’m really desperate or lefort II but she said she’d rather get me fillers and an orthodontic plan, should I get lefort or let the orthodontist decide which are qualified for cosmetic changes

Bimax because if your maxilla is recessed your mandible is as well
