Because of peripheral vision. If someone is staring at you you will notice it in your peripheral, and then you catch them after they’ve already been staring.

Don’t know how old you are but I didn’t get a real IOI like that from a random girl until I was 18. But ya, I would change your approach, if nothing else for the sake of your own mental state. This scanning for IOIs and not getting any is clearly taking its toll on you and it’s also probably making you give off a paranoid and desperate vibe which girls 100% will pick up on. As crazy as this sounds I mostly only get IOIs when I’m not expecting or at times when I couldn’t approach.
