Recomp or Bulk or CJC no dac + ipa?

want to run 250 mcg daily 5x/week but not sure if it's better to do a recomp or 250 cal surplus lean bulk. i'm still not 12% yet... maybe 17-18% still.

is it possible to drop a few percentage points in body fat on a bulk while running them? ik it's a dumb question but i really don't know. i don't care about size so much as i do being lean, but if i can get bigger and lose 3-4% body fat, i'd rather do the bulk of course. please any advice and thanks
