Retin A can thicken the skin around the eyes even if not applied there

I know is not safe apply tretinoin around my eyes, but if I don't apply tretinoin around the eyes, over time will it be able to thicken the whole skin around the eyes, improving the appearance of dark circles caused by thin skin?

I think the opposite happened for me, left with more thin, but healthier looking skin overall, I lost some under eye support but overall it looks better anyway
