yes it's safe, i am using tret 0025% + niacinamid (low percentage) and it's goes well with another, since you need more moisture while on vitamin A actives.

you should apply niacinamide after retinol, but firstly you should use light and thin lair of moisturizer then retinol (or even better tret) then niacinamide.
