Chad in this instance does not mean people who have a better capacity to lead, it means people who are simply attractive, that's it. They could be borderline retarded, narcassistic, selfish, extremely poor stress management. I.E. lack all the things a leader needs. But they could be aesthetically pleasing. Wanting people to lead based on aesthetic value may work in the wild where "attractiveness = good health = more likely to be of sound mind and will live longer" but that kind of thing doesn't matter in the modern world. Where leading now means leadinga political party, or managing a hospital, or running a store, in a urban city, not managing a hunter gatherer tribe in the wild.
