They've bombed a lot of civilian infrastructure: theaters, hotels, restaurants, malls, supermarkets, hospitals, schools, etc. - these kind of attacks usually have the opposite effect and will make people want to fight their enemy even more.

Putin doesn’t want to do it. The Russians have the capability but he doesn’t want to reduce the country to rubble and is holding out for some form of peace deal.

He started peace negotiations within days of invading.
