It's incredibly hot, and only hot guys do it (well).
People hate on it for one, two or all three of the following reasons:
1) They're not hot enough
2) They're not young enough
3) They're not confident enough
Sagging your jeans to intentionally show off your boxers, dick print and ass is very daring, you get such a thrill from doing it in public, and you basically can't go anywhere without having attention on you, people making comments (good or bad), etc.
