I believe it was more about isolating the population and how easily people allowed themselves to be intimidated and controlled. Since then, the mental well-being of many has been worse and stuff. During the pandemic, members of the Spanish and Dutch royal families met, and even though they wore masks, they hugged each other, despite the 2-meter social distancing rule still being in effect.
